Why this difference? On one instance I have a configuration button on "Stream" page, on the other instance there is no such button.

It looks as if the images have not been inserted correctly.

It looks like you have edited the Stream app. Make sure the Location (URL) of app field contains both entries like this, separated by a comma:
/network, /settings/network

Then try to press the Update button for the app in /apps/available

Little bit strange. In the instance where the setup button for "Stream" is displayed, the app name is "Network". In the instance where the setup button for "Stream" ist not displayed, the app name is "Stream".

Do you see the cog-wheel button for the app at the /apps page?
